When I have pictures to resize - all I have to do is go up to FILE, SAVE AS THEN IN FAR BOTTOM OF CORNER THERE IS A SECTION TO RESIZE YOUR PICTURE. There it will give you several options if you email, percentages, etc.

the easiest way to resize them is working in Adobe Lightroom, you can resize them all at once very easily, photoshop works well too but you have to do them one at a time (or process them as a batch, but that can be hassle).

You could always download Gimp as well though. Gimp is a freeware version of photoshop. Doesn't have the same power or quite the same interface, but it does the trick.

DC have you tried opening it up in the "Paint" program? From there you should be able to "save as" "Jpg." You can also use paint to resize pictures.
